Attention Indiana, Utah, and Vermont Producers
NAIC Model Regulation 275 requires sales process changes as follows:
- Indiana: Effective July 1, training required by Jan. 1, 2025
- Utah: Effective July 1, training required by Jan. 1, 2025*
- Vermont: Effective July 5, training required by Jan. 5, 2025
*Producers who already had license on July 1, 2024 have 12 months from the effective date to complete training, or July 1, 2025. Producers who license on or after July 1, 2024 need to complete training before engaging in sale.
For all new business written in Indiana, Utah, and Vermont, a new annuity standard of care rule became effective on the date listed above. This new “best interest” standard, which replaces the old suitability standard, includes several substantive changes to both producer obligations and supervising insurer obligations. These changes will impact the sales process – including new point-of-sale form requirements, producer disclosures, and documentation obligations.
